●整體敘述 Overall Description 109學年度憲法專題研究-國家組織 本課程以前半學期老師上課講授，後半學期同學報告為上課方式，依據報告與上課參與度評分 民主制度的形成 一、 部落國家的出現到英國的統一 二、 大憲章的簽訂 三、 議會制度的逐步出現 四、 君主立憲體制的逐步出現 五、 英國國會與英國的立法權行使 六、 美國獨立與民主的道路 七、 普魯士王國的崛起 八、 威瑪共和的出現 九、 歐洲整合 十、 違憲審查制度與法院 報告題目建議: 修憲門檻與修憲程序 基本國策在憲法當中的定位 農田水利會的前世今生與基本權保障 議會民主與總統制的爭執 最高審判權是否應該分離 違憲審查權該是誰的 國家人權委員會何去何從 審計權的前世今生與未來 考試院?國家人力資源中心? 副總統的定位與職權 環境權是否是個權利 動物在憲法與法律中的定位 國際人權公約與憲法基本權的競合
