三、教學目標 Objectives | ||||||||||||||||||||||||||||||||||||
在全球化時代,國家因應公共事務的自主性隨著議題的公共性、疆界的穿透性與解決問題的政治性等因素逐漸削弱。許多公共議題,例如人口、貧窮、能源、氣候變遷、傳染病等,非單一國家所能處理,凸顯出國際之間相依與合作的必要性,及跨領域策略的需求性。本課程旨在培育學生對於全球議題的關懷與視野,並能在理解全球化及相關理論與制度的基礎上,透過實務個案的分析與討論,反思與發展「全球—在地」之間的關係、連結與互動,學習如何透過跨領域的觀點加以探究與因應,進而構思公共治理的可行作為。 | ||||||||||||||||||||||||||||||||||||
In the era of globalization, state capacity in dealing with public affairs is declining due to that current public affairs posses the characteristics of publicity, transparency, and polity. Most public issues - like population, poverty, energy, climate change and pandemic disease etc. – cannot be solved by single country. It highlights the necessity of international interdependence and cooperation among nations, and the demand for interdisciplinary strategies. This course aims to cultivate students' awareness and vision for global issues, and to reflect on and develop the relationship, connection, and interaction between "global-local" through the analysis and discussion of practical cases based on the understanding of globalization and related theories and systems, learn how to analyze, and respond through interdisciplinary perspectives, and then construct feasible public governance strategies. | ||||||||||||||||||||||||||||||||||||
