三、教學目標 Objectives
本課程之內容涵括國際關係領域之相關法律問題，涉及國家、國際組織、非政府間組織，以及個人。本課程之目的在於介紹國際法之主要議題，以及目前之發展趨勢，俾利修習本課程之學生，充份瞭解當前國際社會之動態，以及相關之法律規範。
This course is intended to provide a foundation in the basic elements of public international law. It covers such topics as the sources of international law, legal entity, recognition, territorial sovereignty, jurisdiction, state responsibility, succession, diplomatic relations, the law of treaty, the use of force and the settlement of disputes by judicial settlement and arbitration.

●整體敘述 Overall Description 一、國家之領土：國家領土組成的部分、領土的取得與變更、國界、南北極及其法律地位 二、海洋法：海洋法的歷史與淵源、基線、內水、群島水域、海峽、海域劃分問題、領海、鄰接區、專屬經濟區、大陸架、公海、國際海底區域、海洋環境保護、科學研究、爭端之解決 三、國際責任：國家責任公約草案、構成要件基本條件、免責情況、解除方式 四、國家對外機關：國家元首與政府首長、外交部長及其他高級官員、外交代表、特種使節、特權與豁免 五、國際爭端之和平解決：談判、國際調查、調停、調解、斡旋、仲裁、國際法院之角色與運作
