三、教學目標 Objectives
國際法源於主權國家之行為及其彼此間之互動。本課程之主要目標係闡明國際法之實務運作，包括國際法之起源及其如何改變、國際法如何影響彼此間大異其趣之主權國家的行為、國際法於何時及為何讓國家持續地遵循、以及國際法為何在國際關係之辭令中扮演如此重要之角色。
International law derives from behaviors and interactions of sovereign states. The main aim of this seminar is to explain how international law works in practice: how it originates and changes; how it affects behavior among very differently endowed states; when and why states act consistently with it; and why it plays such an important role in the rhetoric of international relations.
四、課程內容 Course Description
●整體敘述 Overall Description
本課程之教學進度及內容概分為以下四部分：
1. 國際法與國際關係之背景脈絡，以及國際法法源，包括習慣國際法與條約。
2. 國際法的主體，包括主權國家與國際組織。
3. 主權國家的權能及其實施範圍，包括領土、海洋法及自然資源、管轄權與豁免、國際責任。
4. 國際爭端之和平解決及武力使用。
5. 國際法發展的驅動力(國際法各論)，包括國際經濟法、國際人權法、國際環境法等。
