請注意: 本課程不接受期中或期末退選，授課教師將不會同意任何同學辦理期中或期末退選之申請。如無意願準時到課並認真學習者，請勿選修此門課程。本校相關退選制度規則，於本課程概不適用。一旦選修本課程，請務必認真向學，勿存僥倖，勿圖躲避。 教學目標: 「公民應該俱備何種性格、能力與態度，就其所生活於其中的社會共同體之命運與發展而言，是最『適合』？」始終是一個普遍被認為重要卻又絕大部份公民自己所忽視的問題。也因此，近代社會中普遍存在的政治參與程度低落與對政治事務抱持冷漠之公民表現，始終也是令人感到憂心困擾但卻尚仍無有效解決方案之難題。 在現代定義上被理解為是「社會單元互動關係」的「政治」與「政治學」，絕對不應該是所謂的「高明的騙術」，也絕非當代政治人物與政黨所慣用的注重表面形象而刻意模糊實際政策之選舉手段而已。政治人物與政黨之拙劣政治表現，固然增強一般人對於政治之負面印象與感覺；但這種個人與集團之政治表現，不應該是也絕對不是政治之全部與政治之應然。 同樣的，政治學並不是也不應該是教導野心家如何行使騙術，以獲取政治權力與權力所帶來的利益之學問；政治學也不只是教導如何能如獅子般勇猛又能如狐狸般狡詐的帝王學；政治學更不該是一種使公民看破政治污穢而對政治喪失信心期待之出世哲學。政治學是一種綜合教育之代稱，是一門包含著許多層面之觀察與分析之知識學問。一個完整之公民「政治教育」，並不是以調教出具備所謂高端「專業」能力之政治學者為唯一目的，也不應該是一種調養出具備高端手腕而帶領國家民族站上世界強國之領導人之君主帝王學。政治學做為一種以共同體所有組成份子為對象之教育學問，事實上是一種「公民學」；是期望能夠使公民具備「適當而足夠」之政治知識與政治感知，以便在參與共同體事務之過程中，能以「適當」之態度來表達自己的意見，使得共同體的發展，更臻穩定。 據此，本課程在設計上所設定之目標，主要在介紹有助於理解台灣與各國政治事務以及政治現象之基本理論概念，使選修同學對相關政治社會現象與當代重要政治理論概念具有最基本之認識方向，並引導出對於理論概念與現象交互檢證與思考之興趣。更希望透過相關理論概念之介紹、對重要政治社會現象之討論以及資料搜集與閱讀，使同學能意識到做為共同體公民所應俱備之認知與責任感，進而做為培養自我的公民性格與能力之基礎。
For the development and prosperity of a community in which every citizen could live within, “what is the proper character, ability and attitude for a citizen?” is an important yet commonly neglected by the citizen himself. This is the reason why we all disturb, in a various degree, by the common existing phenomena of low political participations and indifferent political attitudes among citizen. The Politics, as well as the discipline of it, is understood as the interactions of social units in its modern definition, surely are not the so-called the high art of deception. The politics are not the measures in wining voters’ supports by emphasizing personal good image but deliberately blurring in the policy position that commonly utilized by politicians and parties either. The awkward political performances of politicians and their parties surely in a way enhance negative impressions and feelings of common people to the politics; but these political performances, individually and collectively, surely are not and should not be the true face and essence of the politics. The discipline of politics, likewise, is not and should not be a discipline that teaches a man with political ambition how to deceive others in order to get political power as well as the interests from such power; this discipline is not an imperial school that teaches us how to be ferocious like a lion and cunning like a fox; this discipline is not a supramundane philosophy that teaches citizen to plumb the filthy of politics and to give away any expectation to it. The discipline of politics is a comprehensive education that contains knowledge derived from observations as well as analyses to many levels of political phenomena. A complete political education is not to produce political scholars who obtain so-called high-end expertise as its sole purpose; neither is it to produce political strong man in leading his people to stand up to the top among other nations. The discipline of Politics is an education for every citizen who is the one of the members of the state as a community. It expects citizen to have “proper and sufficient” political knowledge and political awareness, which make them to participate in a more “proper” attitude and to make the development of the community more stable. Consider as such, the objective of this course is designed in letting students who take this course to have basic understanding toward relevant political social phenomena as well as current important theoretical concepts by introducing current political issues and basic theories of politics. By introducing the basic theoretical concepts, discussing the current important political social events, and further reading, this course also expects students can realize the necessary awareness and responsibility as a citizen of the community, and take such awareness as the foundation in developing characters and capacities as a "good" citizen may need.

●整體敘述 Overall Description 本課程在設計上係由簡入繁，由抽象至具體，以下列分週描述之議題內容，針對相關理論概念進行講解與討論，並按照相關概念選擇適當之國內外政治社會現象來配合說明。 如學校因應疫情改採遠距教學者，本課程將以MS TEAM為主，TRONCLASS與東吳大學Moodle系統為輔，配合多媒體教材，進行遠距視訊教學。所有選修本課程同學，應於上課前備妥具備如網路攝影機(webcam)等具備視訊音聲功能之電腦通訊系統或具備視訊功能之平板電腦或手機，以學校提供之帳號密碼登入各系統，並於上課時間前登入MS Team參加視訊。
